  5. WQ101072 · Tabled · Answered

Will the Cabinet Minister establish a multiagency A55 resilience forum involving the Welsh Government, North and Mid Wales Trunk Road Agent, North Wales Police, local authorities and local representatives to improve incident response, diversion management and coordination when closures cause severe disruption to surrounding communities?

Answered by Deputy Minister for Transport

I do not consider a separate A55 resilience forum is necessary, as well established multiagency arrangements already operate across North Wales, including through the North Wales Local Resilience Forum and existing civil contingencies structures.

These arrangements support coordinated preparedness and response between relevant partners during significant incidents. Lessons and debriefs are also undertaken as appropriate to identify improvements and strengthen future planning and operational response.

The priority is therefore to continue strengthening and making effective use of these established arrangements.

  6. WQ101071 · Tabled · Answered

What action is the Cabinet Minister taking to improve coordination between the Welsh Government, North and Mid Wales Trunk Road Agent, North Wales Police and local authorities during major A55 incidents, including the use of emergency crossing points and management of strategic and local diversion routes?

Answered by Deputy Minister for Transport

Welsh Government officials and the North and Mid Wales Trunk Road Agent already work well with North Wales Police, local authorities and other partners through established multi-agency arrangements. These arrangements have been used during significant incidents on the A55 and the transport networks across North Wales.

It is recognised that when the A55 closes, the effects are often felt most acutely on surrounding local roads and communities. Our A55/A494 resilience work has specifically considered Strategic and Tactical Diversion Routes and recognises their capacity constraints and the additional pressure that diverted traffic can place on communities especially around Conwy, Llanrwst and Betws-y-Coed.

My officials will continue working with the trunk road agent, police and local authorities plus key partners to strengthen incident planning and coordination, including the operation of diversion routes and the appropriate use of emergency crossing points when required.

Further to WQ100607, will the Welsh Government explain why Aneurin Bevan University Health Board uses the term pregnant people instead of pregnant women and do any other health boards use this term?

Answered by Deputy Minister for Social Care, Mental Health and Women’s Health

The Welsh Government does not require NHS Wales organisations to replace the term “pregnant women” with “pregnant people” in clinical or medical terminology.

While we expect NHS Wales organisations to communicate clearly and respectfully, ensuring that information about maternity services is accessible and that care responds to individual needs, decisions on the use of terminology are at the discretion of individual health boards.

This Welsh Government’s attention and energy is focused on improving outcomes for pregnant women, rather than terminology.

How is the Welsh Government supporting children and young people with dyspraxia in schools?

Answered by Cabinet Minister for Education and the Welsh Language

Support for children and young people with dyspraxia starts with inclusive, whole-school practice underpinned by Curriculum for Wales and enabling learning principles and guidance. Schools are expected to identify barriers early and put in place the support generally available to all learners through high-quality teaching, person-centred approaches and reasonable adjustments where needed. The Specific learning difficulties framework provides information to help school leaders and practitioners to understand the difficulties that learners face in order to make appropriate adjustments to teaching practice and to the school and classroom environments. For example, dyspraxia that can affect fine motor, gross motor coordination and balance skills.

Where learners need more support, the Additional Learnings Needs (ALN) system provides a route to additional provision where it is required. Identifying ALN and the support needed is based on the individual learner’s needs and the impact on their learning. The aim is to identify and remove barriers early to help all learners achieve their potential.

Will the Welsh Government receive payment or other benefit from Cosine for facilitating the use of Welsh-language public data to develop Lumen Sovereign?

Answered by Cabinet Minister for Education and the Welsh Language

The Welsh Government has not entered into a commercial agreement with Cosine. Following an approach from Cosine seeking advice on Welsh-language AI, the Welsh Government formed a partnership with Cosine based on signposting relevant open, publicly available resources. The Welsh Government's policy is to provide such advice and to signpost open resources applies to any organisation seeking advice in this area. This approach is consistent with the Welsh Government's policy of investing in the development, creation and collection of Welsh-language data, tools and resources through grant funding, with outputs released openly and publicly, and engaging with technology companies by signposting them to those open resources.

We would encourage more organisations to embed the Welsh language in their technologies. This is why the Welsh Government has invested, and continues to invest, in Welsh universities and open-source natural language processing research through its Welsh-language technology grant funding. Recent examples include Iriaith, NLP Cymru CyTag, Mapio Cymru and Wici Cymru a'i Phobl. All Welsh-language technology resources funded by the Welsh Government are made publicly available and free of charge for anyone to use and reuse.

The purpose of the partnership with Cosine is to help improve how AI works in Welsh and support the future of the language in the digital age. As the Welsh Government is only signposting publicly available resources, it does not determine how Cosine, or any other organisation, may reuse those resources, nor does it hold information on the licensing, release or commercial arrangements for any resulting model.

How much funding has the Welsh Youth Parliament received over the last five years, broken down by financial year?

    Answered by Senedd Commission

The Welsh Youth Parliament is run directly by the Senedd and receives an allocated annual budget from the Senedd Commission Engagement Service budget.

The actual spend figures for the Welsh Youth Parliament for the past five years are as follows:

    Total Spend

    2021-22

    52,564

    2022-23

    61,068

    2023-24

    48,403

    2024-25

    58,535

    2025-26

    50,470

    2026-27

    2,285

The variance in spend between financial years is due to changes to where WYP Regional meetings were held (pre 2023-24, regional meetings were held across two different locations in different parts of Wales, but since then they are held across two), and in 2024-25 a WYP Election was held which involves additional costs including payment to an external election provider.

Will the Commission provide the reasoning as to why it commemorates Owain Glyndwr Day?

    Answered by Senedd Commission

The commemoration of Owain Glyndŵr day is ordinarily limited to raising the  flag of Glyndŵr. This is done in accordance with the flag protocol which sets out when there is a departure from the usual Senedd flag configuration, in addition to other considerations relating to protocol such as official visits and half-mast procedures. The protocol is publicly available on the Senedd website.

Commemorations such as this can help foster public understanding of Welsh history and the evolution of democratic representation in Wales. They provide an opportunity for citizens to engage with the historical roots of Welsh public life and to appreciate the continuity between Wales's historical institutions and its modern legislature.

Answered by Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport

The Welsh Government's policies and programmes promote the whole of Wales, including our heritage, history, languages and culture, and they recognise the contribution all our communities make to our national story.

Our investments in culture, heritage and the arts support national and internationally significant assets such as UNESCO World Heritage Sites in north Wales, while our support for museums, archives, libraries, theatres, festivals and cultural events celebrate local identities and contribute to our broader cultural offer.

Similarly, through Visit Wales, we promote Wales internationally as a nation of distinctive regions, experiences, culture and heritage locations.

We are also supporting economic and cultural development in north Wales  through initiatives such as the North Wales Growth Deal, which is helping to strengthen local communities and create opportunities that enable cultural identity and heritage to thrive. Investment in projects such as Academi Croeso Cymru is strengthening skills within the tourism and hospitality sector, providing visitors with an authentic and distinctive cultural experience that is unique to Wales.

Will the Cabinet Minster explain why the new TaithCymru north Wales to south Wales coach service will not have toilets suitable for disabled access?

Answered by Deputy Minister for Transport

The new TaithCymru coaches have been designed to meet current accessibility requirements and include features such as wheelchair access and dedicated wheelchair spaces. While the vehicles are equipped with onboard toilets, they do not include a fully accessible toilet facility.

In developing the new TaithCymru fleet, careful consideration was given to balancing accessibility, passenger capacity, and operational requirements. We would advise passengers who require accessible toilet facilities to notify the driver and ask to stop at the next available/appropriate location.

Does the Commission encourage its employees to provide their chosen pronouns in emails and other official communications?

    Answered by Senedd Commission

The Senedd Commission does not require employees to include pronouns in email signatures or other official communications.

PLWS, the Senedd’s workplace equality network for LGBTQ+ staff, has previously issued guidance to promote awareness of the respectful use of personal pronouns and to provide information on how employees may include their chosen pronouns within their email signatures.  The guidance is intended solely to inform and support staff who may wish to do so on a voluntary basis.

Will the Cabinet Minister publish the GG 119 Road Safety Audit for the A5 Menai suspension bridge approaches, including its recommendations and any recorded design exceptions or departures from those recommendations?

Answered by Cabinet Minister for Enterprise, Connectivity and Energy

The road safety audit was independently created for and held by UK Highways (A55) Ltd. It is not the Welsh Government’s document to publish. The design, location and implementation of the temporary speed cushions were developed in accordance with the audit's findings and any recommendations.

To assess the effectiveness of the measures, average vehicle speeds were monitored both before and after the installation of the speed cushions. The post-installation assessment demonstrated that average vehicle speeds had reduced to 20 mph, bringing driver behaviour in line with the posted speed limit. This reduction in vehicle speeds has enhanced safety for both bridge users and the workforce undertaking the Phase 2 works, supporting safer operations and reducing the risk of incidents in the work area.
