Further to WQ100735, will the Commission explain why the Senedd Commission Budget web page had not been updated since 2022?
Answered by Senedd Commission
The official publishing of the Senedd Commission budget is the laid document. Detail of the date and time of the publishing has been provided in response to WQ100735.
All documents required to be laid by the Commission are published in the ‘documents laid’ section of the Senedd website: https://senedd.wales/search/?orderAlias=sortByDateNewestFirst&category=Laid%20Documents
At various points in time the Commission seeks to assist those who may be interested to locate information via additional publication on the Commission area of the website. This also applies to other areas of information, not required to be laid.
As the primary publication was, and continues to be, the laid document it was decided to cease duplicating that process in 2022. As a result of queries from the Member we have recently updated the page.

What steps is the Welsh Government taking to ensure that brain tumours are prioritised within the national cancer strategy, including improving earlier diagnosis, access to treatment and ongoing care, participation in clinical trials, and brain tumour research?
Answered by Cabinet Minister for Health and Care
Improving outcomes for people affected by cancer in Wales, including those diagnosed with brain tumours, remains a priority for this Government. Our forthcoming 10-year National Cancer Strategy will set out an ambitious future for cancer care across Wales, irrespective of cancer type, and will provide the NHS with the clarity it needs to improve services and outcomes for people affected by cancer. The Strategy will focus on earlier detection and diagnosis, reducing delays in treatment, ensuring person-centred care, strengthening research, development and innovation, and improving opportunities to participate in clinical trials. These commitments are particularly important for cancers such as brain tumours, where outcomes continue to be challenging. The Government remains committed to ensuring that people with brain tumours have access to high-quality care throughout their treatment and ongoing support following diagnosis. The forthcoming Strategy will support a more coordinated and equitable approach to cancer services across Wales, helping to improve experiences and outcomes for patients and their families.
We have launched a formal call for evidence to help shape the development of the National Cancer Strategy, ensuring that our approach is grounded in the latest evidence and informed by the experiences of patients, clinicians, researchers and stakeholders. The call for evidence closes on 31 October and provides an important opportunity for those with an interest in brain tumours and other cancers to contribute to the development of the Strategy.
I recognise the important opportunity the National Cancer Strategy provides to transform cancer care in Wales, and we are working at pace to bring forward our plans. In the meantime, NHS Wales Performance and Improvement continues to work closely with health boards to improve access to diagnostic services and treatment, including performance against cancer waiting times, while supporting innovation and research that can improve outcomes for people affected by cancer.

These links are based on shared labour and business markets, transport connections across the Severn, complementary industrial strengths and joint efforts to attract investment through partners such as the Cardiff Capital Region (CCR).
The proposed tidal lagoons and the Celtic Sea opportunities are strong examples of the shared economic and environmental opportunities connecting South East Wales with South West England.

What monetary value does the Welsh Government currently place on preventing a fatality when appraising transport policies and schemes?
Answered by Deputy Minister for Transport
The Welsh Transport Appraisal Guidance (WelTAG) provides the framework for appraising transport interventions in Wales and is aligned with the Department for Transport's Transport Analysis Guidance (TAG). As part of this process, Welsh Government uses the collision and casualty prevention values set out in TAG and its associated data books, which are updated periodically by the Department for Transport.
There is no single value used across all transport appraisals. The monetary value depends on the transport scheme, the methodology applied and the costs being considered. DfT’s Data book assumes that the average value of prevention per fatal casualty is £2.65million. (Source: TAG Data Book: Table COBALT1 – May 2026 v2.03)

Will the Cabinet Minister explain why the Programme for Government 2026-2030 does not include ensuring that Tap and Go services can be used on Great Western Railway services?
Answered by Deputy Minister for Transport
The Programme for Government sets out the Welsh Government's priorities, but responsibility for specifying and managing Great Western Railway (GWR) services rests with the UK Government.
The Welsh Government remains committed to growing Pay As You Go (PAYG) as an affordable and convenient way to travel by rail across Wales, building on its successful rollout across South Wales and its recent expansion to stations in North Wales.
Although the current unavailability of PAYG on GWR services is frustrating for passengers, Transport for Wales has made encouraging progress in discussions with both GWR and the Department for Transport, and it is hoped this will enable GWR to participate in PAYG in the future.
The Welsh Government and Transport for Wales are also engaging with the UK Government on the establishment of Great British Railways to secure the best outcomes for Wales. These discussions include ticketing reform and the further development of PAYG.

Answered by Deputy Minister for Social Care, Mental Health and Women’s Health

Will the Cabinet Minister confirm whether the Welsh Government is considering calling in planning application 26/00109/HYB, Cardiff East Park and Ride, for determination under section 77 of the Town and Country Planning Act 1990, and if so, what is the current status of that consideration?
Answered by Cabinet Minister for Local Government, Housing and Planning
Welsh Ministers are currently considering requests to call in planning application 26/00109/HYB under section 77 of the Town and Country Planning Act 1990. A holding direction was issued on 24 August 2026 under the Town and Country Planning (Development Management Procedure) (Wales) Order 2012 to allow time for those requests to be considered. Whilst the direction remains in force, Cardiff Council may continue to assess the application but may not grant planning permission.
