Area record
Senedd records that name a place the gazetteer puts in Sir Fynwy Torfaen, whoever spoke. Welsh Government’s words are included as the Senedd records them. Listed newest first, never totalled.
Counted by Siambr: places assigned through the ONS Index of Place Names in Great Britain (July 2024) and ONS Output Area lookups. A place name is matched as the gazetteer prints it, case and all. It is placed in a 2026 constituency through the ONS Output Area lookups for the gazetteer's ward, community, built-up area or local authority code. A name the gazetteer gives more than one place, or a place spanning constituencies, is listed as ambiguous, as is a name the Record also prints in lower case or as part of a person's name.

While congestion on this stretch of the M4 puts a handbrake on economic growth, it is the people of Newport who pay the price every single day with air pollution, which is a silent killer. Welsh Labour has laid this motion today because the people of Newport and connected communities in Cwmbran, Torfaen and Caerphilly have had enough. These communities are not some theoretical testbed, and the Plaid Cymru Welsh Government is toying with costly and ineffective proposals that will wreak havoc on people's lives.

Plaid Cymru's public transport plans are not new. They were in progress before this Government. The Burns train stations and better public transport are vital. Welsh Labour championed them, and we need them to be delivered. And while we're glad to see Magor and Undy and Cardiff parkway stations progress, these stations alone will not solve congestion at the Brynglas tunnels. We need to see the Plaid Cymru Government act with urgency to deliver the stations in Newport at Somerton, Liswerry and Tredegar Park. Public transport must be regular, reliable and affordable for people to use it. I say this as someone who's long campaigned for the Ebbw Vale to Newport line and commuters on that line still face unacceptable cancellations and overcrowding. Public transport and road infrastructure must meet the needs of a growing population, and Newport is the faster-growing city with the youngest population in Wales.

Diolch, Ddirprwy Lywydd. I recently had the pleasure of visiting Big Pit National Coal Museum in Blaenavon, where I met with staff and learnt about the excellent work they are doing to preserve and promote Wales's rich industrial heritage. What impressed me most was the museum's commitment not only to protecting our history, but to engaging people of all ages, through education, community outreach and innovative exhibitions. Big Pit continues to play a vital role in ensuring that future generations understand the sacrifices and achievements of those who built our coalfield communities.

At the end of the day, it'll be no surprise to anyone here that there will be a lot of rain in Wales this winter. Call it what you like: El Niño, the end of the world, whatever, but what we do know is that there will be weather that will cause floods this year. What we're trying to establish in Wales is how prepared are we for storms like this, like the devastating storm Claudia. Why is it that communities such as Skenfrith that have been severely flooded four times in six years still don't qualify for urgent funding, when there's a clear need for it? Why is it that our precious rural villages across Wales have to build, for example, an extra 20 to 200 houses to satisfy the Government's criteria to get the urgent help that they need and deserve? I've stood in my wellies with residents time and time again, year after year, who've had their businesses or family homes destroyed over and over again. Why is it that they lose out?
Reform will protect rural Wales and ensure that communities like Skenfrith won't be expected to shoulder the burden of repeated flooding in areas where successive Governments have failed to invest in proper flood defences. And to that end, Minister, can you make your position clear now on how funding will be allocated for flood defences, please?
Minister, do you know what's missing from this statement? And I'm genuinely shocked that it's missing from the statement. There's no mention of flood risks that now have been created from the recent wildfires. Trenches were built, landscape was disrupted on the mountains, and now, that, potentially, will channel water downhill towards urban areas, affecting homes and businesses, for example, in Blaenavon. Yet, in Blaenavon, the commoners there have not seen a penny from Welsh Government to reduce the flood risk—no funding, no practical guidance. So, you say in your statement that

Now, previous south Wales metro reports have proposed upgrading to transport services, with more frequent trains between Abergavenny and Cardiff and rapid bus transport from Monmouth to Newport. So, will this Government's fresh look at transport in the south-east of Wales look to provide convenient and affordable public transport, including, if I may, rapid bus transport between towns in Sir Fynwy Torfaen, more frequent trains between Abergavenny and Cardiff, and more reliable trains to and from Chepstow, Severn Tunnel Junction and the much-anticipated Magor and Undy station? Diolch.
-
The Member describes exactly what we all should be trying to achieve in making public transport so accessible and cheap and easy to use that it becomes a no-brainer. We want to make it easier to choose public transport for everyday journeys across the wider M4 corridor by integrating bus and rail into one cohesive network. Bus reform is an important of it. That'll support co-ordinated planning and management of public transport by Transport for Wales, in collaboration with local authorities. That should mean more efficient aligning of transport options. TfW is already working with local authorities in the south-east to review the bus network plan. We'll launch a programme of public engagement in the region next year. Yes, we will consider the potential for more frequent train services, including on routes from Abergavenny and Chepstow to Cardiff, and, yes, we want to see the delivery of those new stations in the south-east of Wales without further delay.
-
…
And the suggestion to encourage HGVs to use the A465 will supposedly reduce traffic on the M4 by 1 per cent. Now, that's great, but it will then move that same 1 per cent on to already challenged areas like the Hardwick interchange at Abergavenny, which, based on traffic this week, is really, really struggling to cope.

Diolch, thank you. I move the motion in the name of the Reform UK group. Cardiff, the Dragons, the Ospreys, the Scarlets. For more than 20 years, these four regions have carried Welsh rugby. They are employers, they are community hubs, they are the first steps on the ladder for the young players, from Pembrokeshire to Pontypool. And today, one of them faces the axe.

Will the Cabinet Minister provide the number of incidents on the A465 between Gilwern and Brynmawr requiring attendance by the emergency services in the last two years, broken down by year and incident type where possible?

Local people, including in surrounding areas like Risca, Blackwood and Cwmbran, need to have their voices heard, and people haven't been involved at this point. These people aren't just data points in a transport policy document; they are individuals, families and businesses whose lives will be impacted. They should be at the heart of this Government's approach to the M4. But local people's voices are clear: fully closing the junction at High Cross and the eastbound junctions at Malpas and Caerleon will bring more traffic and air pollution closer to homes, schools and businesses—

Before I begin my contribution, I just want to thank the Minister for the meeting that we had this morning. It was incredibly productive, and also I'm delighted for the residents and activists of the Magor and Undy station who have been campaigning for decades. It has been a labour of love to get that station going. So, I am really pleased that we're heading in the right direction. I know it's been something that we've worked on for years and years and years, and I know they will be delighted with the response.

We are setting up a new network south-east Wales board to oversee delivery. I have asked the team to prioritise delivery of the Cardiff parkway and Magor and Undy stations, so that communities can begin to benefit from these investments as soon as possible. We will also seek to improve access to Severn Tunnel Junction railway station and support improvements to bus connectivity between Newport and Cardiff, giving real options for travellers.

Could I ask for a statement from the Government updating us on the work on the fire summit, please? I know that there was a very clear consensus in the Chamber when we had the statement from the First Minister that there should be involvement of those who worked at a grass-roots level—so, farmers and others who supported the firefighters in their efforts. I was concerned to see that, of the representatives from Blaenavon, just one has been included. Indeed, one of the key landowners has actually been uninvited. I'm also informed that the summit is only going to be for two hours. I would question whether that will be enough to deal with something as significant as this. So, could I ask the Trefnydd whether we could have an update on this?

So, let me be absolutely clear: we want our roads to be as safe as possible. Plaid blindly pursues 20 mph limits as a fix-all solution to road safety. But 20 mph limits will not stop a drink driver. They won't stop an uninsured driver. And they certainly won't redesign a dangerous junction or fix a collision black spot. Take the Raglan A40 bypass, named Wales's most dangerous junction. Despite years of collisions and a young man sadly losing his life just last year, the only outcome of that tragedy is that the speed limit has been dropped, leaving residents still waiting for real junction safety improvements.

Trefnydd, I would like to request a statement on the shameful neglect of some of Wales's most treasured historic sites, including our Roman remains in Caerwent, known to the Romans as Venta Silurum. These remains are hugely impressive, and the Roman city there is one of the most significant structures in Wales and Europe, dating back nearly 2,000 years. That makes their condition even more disgraceful, that what should be a source of national pride is now being swallowed by weeds—nearly 2,000 years of history left to deteriorate under successive Governments' watches here. As you know, Trefnydd, these sites are vital to our history, education and tourism in Monmouthshire and across Wales. Bizarrely, I asked for an urgent meeting with Cadw about their condition, and was told to ask you first for permission for a meeting. I'm not sure if that's normal. Trefnydd, can I request a statement from you on the upkeep of historic sites in Wales? And can I cheekily use this opportunity to invite you there yourself to see the disgraceful condition that they're in? Diolch.

I recognise the significant congestion challenges facing Chepstow residents, businesses and commuters, particularly given the town’s border location. A by-pass of Chepstow would be a matter for Monmouthshire County Borough Council. Should Welsh Government funding for a by-pass be sought, this would need to be prioritised through the Regional Transport Fund and be developed in line with the Welsh Transport Appraisal Guidance (WelTAG)
-
First Minister, Monmouthshire has faced catastrophic flooding in recent years, and I was pleased that you were able to visit Monmouth and Abergavenny before the Senedd elections to speak to some of the local people affected, as well as to those finding solutions—long-lasting solutions—upstream. The scenes from last year’s flooding, especially those from Monmouth, will be etched in the memory of everyone who saw them for a long time. These once in 100 years events are getting more and more frequent, and we must now assume that they could happen at any time. As we've heard, the approaching El Niño event is on the horizon, with extreme weather events already anticipated, so, with this in mind, how is the Government improving flood preparedness for this winter? And in the longer term, how can we learn from the experiences of Monmouthshire residents to improve flood management for their community and for all of Wales? Diolch.
-
Sir Fynwy Torfaen has played an important role in the music hall of fame. Rockfield Studios near Monmouth is where Queen recorded 'Bohemian Rhapsody', where Oasis recorded (What's the Story) Morning Glory?, and where the Manic Street Preachers recorded some of their most iconic music. It's also where Coldplay and the Super Furry Animals recorded at least their first albums. The list goes on. Opportunities for upcoming artists to record their music is limited, but they also need space to perform. That's why music venues like the Dragonffli in Pontypool are vital. They give music acts a stage to grow their audience and hone their talents. They've also hosted many iconic acts there as well. The business rates cut announced yesterday will make a massive difference to music venues, but how can the Government, via Creative Wales, support opportunities both to nurture new talent and ensure that music venues across my constituency and Wales can continue to produce world-class musicians and bands?

Does the Welsh Government support the building of a Chepstow by-pass?
-
Yes, I was very grateful to a number of the graziers on the land above Blaenavon for making time to speak with me. It was good that we were able to speak as Welsh Government, and with Senedd Members there too, about the stresses that had been placed on them. You could sense that there was a real tiredness after such a long period of the fire burning.

The wildfire on Mynydd Garnclochdy near Blaenavon in Sir Fynwy Torfaen was devastating, and the effects were felt far and wide. I'd like to thank you again for coming to visit Blaenavon and meeting with the common land graziers; for listening to them and thanking them personally for everything that they did, including James Bourne, a farmer who has documented the fire's devastating impact on the land and its livestock throughout. At the height of the fire, the experience and the knowledge of James and his fellow Blorenge graziers was essential. They put themselves at great personal risk in helping firefighters navigate the land and tackle the blaze. Their experiences will be vital in learning lessons from these fires, but questions remain as to where their flocks will now graze and the support that they will receive for the recovery. So, my question is: how will the Government engage with these common land graziers to make sure that their experiences are given a fair hearing and their expertise considered in any decisions made in the wake of the summit? Diolch.

First Minister, I was not alone in being frightened by the intensity and proximity of wildfires during the summer in my constituency of Gwynedd Maldwyn, including one which was a very short distance from my own home. Again, I saw the flames. The fear was felt by many of my fellow citizens all over Wales, from Corwen in the north, Pembrokeshire, Carmarthen, down to category 3 blazes in Blaenavon, Ferndale, Ebbw Vale, just to name a few. Our thoughts are really with them at this time.

Now, it strikes me that there are things that we can do as a Parliament that help people make their voice heard. As Members, we are all voices for the people that we represent. I will give some thought about how, actually, that happens from a Welsh Government point of view, but the crucial thing for us is that their interests are served at that table, and that—. I was in Blaenavon; I visited and I saw the fire for myself and it was devastating. I was speaking to those who had been grazing on the common and they were facing significant impacts on their livelihoods.
…
-
First Minister, as you're aware, the fire in Blaenavon burned for weeks and weeks, and the efforts of the firefighters and the landowners and graziers who worked alongside them were absolutely extraordinary. I welcome the fact that there's going to be a summit, but you've indicated in your statement that there's already been an initial debrief with some suggestions. I think it would have been helpful to have had some detail on that in the statement today. What I haven't heard from you so far today is any commitment to provide funding to those areas worst affected. It is undoubtedly the case that Blaenavon will need a very significant sum of money to restore the common, but also to prevent the reoccurrence of such a fire in the future. Is it your intention for the summit to look at funding issues?
And you've given assurances today that the voices of local people will be heard in the summit. Now, I know how difficult it is to organise a Welsh Government summit, but I think it is crucial that it's not just the representative bodies or the national bodies, but that we do actually have a voice for those people who were there day in, day out, fighting the fires in places like Blaenavon.
-
We recognise that the presence of wildfires in a region may affect self-catering lettings. I am aware that the recent fires in the Rhinogydd in the Sychnant Pass and Blaenavon caused temporary disruption to local campsites and holiday lets. There is currently limited published evidence quantifying impacts on the tourism sector or self-catering accommodation specifically however we are monitoring the effects of these incidents on affected communities.

As part of this commitment, the Commission will be attending the Abergavenny Food Festival in September. This visit builds on the success of the Senedd's events and outreach programme, through which we aim to engage with communities in all Senedd constituencies across Wales as part of our programme of work. Members are also very welcome to engage with officials to examine options for Member sponsored activity to promote their communities.

With just over a year until it is implemented, businesses still do not know how the scheme will run, what exemptions will exist, or how the return points will be funded. Indeed, I was speaking to a retailer here in this building earlier today who was really anxious, not really sure how it was going to work, how they were going to fund it, how she could afford to run the reverse vending machines in her place. So, there are lots of questions unanswered. So, I think being different is not the same as being better. All other UK nations are proceeding with plastic and aluminium, but only Wales, as we know, is insisting on including glass. And as Jane Dodds pointed out just now, we are facing that absurd situation where a glass bottle sold in Hereford operates under one set of rules, yet, across the border in Abergavenny, suddenly the system changes.
Now, businesses trading across the England-Wales border should not have to operate two separate systems simply because the Welsh Government has decided to go its own way. Every additional layer of complexity means additional costs, and those costs ultimately end up being paid by consumers. It is very easy to design a scheme in Cardiff Bay; it is much harder to make it work in a village shop in Monmouthshire, an independent retailer in Cwmbran, or a family-run convenience store serving its local community.

-
Thank you, Cabinet Minister. Very clearly, then, there needs to be quite a lot of data gathered so that we can ascertain just how many new houses we do need to build, and I hope that that work is ongoing. Turning back to town-centre regeneration, we know that town centres—and you'll agree—are the beating heart of our communities but continue to face those significant challenges. If we are to increase footfall, we need an environment in which businesses can thrive. Now, Cwmbran is a good example. It continues to demonstrate the importance of convenience for shoppers, with businesses there citing free parking as one of the factors behind strong visitor numbers. However, businesses across Wales continue to raise concerns about the high business costs, declining footfall, restrictive regulations and the difficulty of attracting customers back into the town centre. Now, regeneration isn't just about bringing new initiatives to the towns, but it's about preserving existing businesses and enabling them to survive. Cabinet Minister, working with the Cabinet Minister for Finance and through your town-centre task group, what specific measures are you prepared to consider or introduce to incentivise businesses to locate back in our town centres and help regenerate those struggling high streets?

To date the Welsh Government has not received a formal confirmation of planned construction for permanent flood defences in Skenfrith.
Natural Resources Wales (NRW) are the RMA responsible for managing the risk of flooding at Skenfrith and developing the business case for potential future investment at that location. A Strategic Outline Case has been completed, with the Outline Business Case currently ongoing. Upon completion, a Full Business Case will be undertaken. Once complete, NRW are responsible for prioritising which of their schemes receives construction funding.

With a population of around 750,000, almost a quarter of Wales's population live in the south Wales coalfield areas, covering much of the Valleys, extending from Carmarthenshire in the west to Torfaen, the eastern valley. This area has been slower to recover from the decline of the coal industry than many other former coalfield areas in Britain. The former coalfield community in my constituency extends down from Blaenavon to Pontypool, with a population of almost 25,000. Pontypool, my bro fy mebyd, and communities across Torfaen are proud places with a strong history and identity. Post-industrial communities like these have yet to fully recover from Thatcher's de-industrialisation. Austerity has only made this worse.

I was proud to hear the Deputy Minister for Social Care, Mental Health and Women’s Health yesterday outlining her commitment to improving mental health provision. We know that waiting lists for mental health services are too long, and third sector partners are playing a vital role in helping to alleviate some of these pressures, including places like Tidy Butt, a small community-based charity in Pontypool, which is providing counselling sessions to those who need support. I only wish that there were more opportunities for counselling, as we've lost too many people along the way, including in my own family.
Take transport. In Blaenavon, people supported by the Coalfields Regeneration Trust have spoken about how difficult it can be when there is no community transport. For someone going to Velindre Cancer Centre for chemotherapy or radiotherapy, treatment can mean travelling up to five days a week for several weeks. If they rely on hospital transport, they can be picked up hours before their appointment and get home hours afterwards. And unless there's an approved clinical need, they may have to make that journey without a family member or a carer with them. For someone who is already exhausted, vulnerable and immunosuppressed, that's not a small thing. It affects their well-being, their quality of life, and sometimes even the choices they feel able to make about their treatment. This is what inequality looks like in practice. Where you live and what transport is available to you can shape your experience of cancer care.
But, one thing that does definitely needs mentioning is the economy. So many aspects in that vicious circle we've mentioned can be altered with an economic uplift. More local shops can make it easier for people to get those essentials, and cafes and pubs can all build communities. Local enterprise can play a key role in reducing inequalities. Coalfield areas do not lack enterprise. There are some fantastic local businesses based in Blaenavon, including a new fruit and veg shop, some amazing cafes and community enterprises, and, of course, Blaenafon Cheddar Company, which was crowned champion in the local food and drink category in the Welsh Countryside Alliance awards recently. These businesses and other entrepreneurs want to make a difference in their community. They must be supported to do so.

We enjoyed our walk to school, I think, in Magor the other day, and it was good to see how committed the team were there to their project. The reflection I have from it is how long it's taken them to get to a point where progress happens, even in developing their community centre. And I think one of the things I'm keen to do is to make sure that we collectively can agree on lots of things. The more we can agree on, the more commitment people can start, and the funds can start to flow so that we know, even in four years' time, if the make-up of the Siambr changed in any way, we all know that we're committed to doing the things we are. And things like the Burns stations fit that profile. So, I welcome the broad support, I think, from you in this regard, and I think we'll continue to work together.

I think the proposed Magor and Undy station shows what can be achieved when local campaigning is backed by proper investment and co-operation. But we must acknowledge it was the support of the previous UK Conservative Government and the former Secretary of State for Wales that helped get this project off the drawing board and into development. The previous UK Conservative Government also delivered significant rail investment into Wales, including electrification of the Great Western main line to Cardiff, new intercity express trains and significant funds towards the core Valleys lines. I was part of the delivery of the Cardiff capital region city deal, which was focused around bringing forward the metro. That was, again, delivered because the UK Government enabled that to happen.

Diolch, Lywydd. Minister, we all know that the M4 is a heavily used artery for commuters, tourists and businesses. Congestion on the Newport section of the M4 is an issue that this Plaid Cymru minority Government has indicated it wants to solve, but we hear loudly and clearly from the leader of Newport council and others that junction closures around Newport are not something that the people of the city want. Junction closures would force more traffic onto local roads and into some of the least affluent areas of the city, compounding health and well-being issues already faced by the people who live there. So, what consultation do you intend to have with local communities who could be affected by junction closures, and do you acknowledge that the communities affected go far beyond the boundaries of Newport, including all the way to the Heads of the Valleys, Cwmbran and Abergavenny?
-
What discussions has the Cabinet Minister had with Monmouthshire County Council about allowing residents of the Bishton & Langstone ward in Newport to use the Five Lanes recycling centre?
-
We hear a great deal about the cross-border health issue in Powys, however, what we don't hear much about is the fact that, last year, NHS England did a revaluation of emergency care costs, leading to increased fees over and above the normal inflationary costs et cetera, which are underwritten by the Government. This led to an additional cost of £3.8 million last year, and it's likely to be an extra £4 million in 2026-27. On top of that, Wye Valley NHS Trust is classified by NHS England as a rural area, and gets a premium. However, they then automatically expect Powys to also pay them a premium, which results, to date, to a £13 million bill.

Tragically, the people of Wales have seen first-hand what happens when these services are downgraded. In my own region, we were promised that the Grange University Hospital in Cwmbran was intended to be a specialist acute facility. Instead, following the closure and downgrading of vital A&E units in Newport, Abergavenny and Ystrad Mynach, it has been forced to serve as the default A&E for 600,000 people. As a result, it has constantly failed to meet its targets. This new hub-and-spoke model is simply not working. Look at last week's health statistics; the proof is undeniable. In north Wales, Betsi Cadwaladr University Health Board remains trapped in a parlous state, languishing in special measures for nearly 11 years. Services are constantly redesigned, but always at the cost of front-line patient care. In Powys, we see the human cost of fiscal mismanagement. Patients are actively being told to wait longer for treatment because the health board cannot afford to send them to England, where they could be treated far more quickly. This rationing of care is expected to hit thousands of patients there.

I very much enjoyed my visit to Pontypool with the Member recently and, yes, we visited High Street and the market then. There's a real sense of community and wanting to inject new life, and a real sign of that new life. Should local voices be heard? Absolutely. We want to build our local economies for the people that live in them, and they should be able to map the kind of communities that they want.
…
-
Pontypool has suffered severely from shop closures over many years. Unfortunately, empty units have become a feature, with many absentee landlords sadly uninterested in the town's future. Many top-down regeneration efforts haven't succeeded either, despite best efforts. But there are reasons to be optimistic. Pontypool’s indoor market has unique and locally owned businesses at the heart of the town, and there are tireless volunteers, like Friends of Pontypool Town, who you met recently, Prif Weinidog, working to develop and improve facilities and support local entrepreneurs. Does the First Minister agree that local voices need to be central to the regeneration efforts of towns like Pontypool? And does he agree that compulsory purchase orders should be used to bring long-empty spaces back into use? Diolch.

The 50mph speed limit on the M48 between Undy and Chepstow has been introduced as a safety measure due to the condition of the central reservation barrier.
…
-
Why does the M48 between Undy and Chepstow have a 50mph limit, which has been temporary for nearly three years due to a substandard barrier, whilst a normal single carriageway road without any barrier at all has a 60mph limit?

First Minister, it's no secret that the state of our health service is one of, if not the most important issues that matter to residents across Wales. It's something that came up time and time again during the election campaign when talking to people on the doorstep. And as things stand, my constituents are sent to the Grange in Cwmbran, which is already struggling to cope with demand in an emergency situation. In Newport, there are growing calls to have an A&E department to be reopened at the Royal Gwent Hospital in the heart of the city. It's anticipated that the cost of doing this will cost approximately £10 million a year, which, in the grand scheme of things, is just a drop in the ocean when looking at the Welsh Government's budget. Not only would this alleviate pressure on the Grange, but it would also create job opportunities, something particularly needed given the recent warning that up to half of all nursing graduates in Wales may be left without a job due to recruitment challenges, despite the NHS in Wales facing unprecedented pressures. So, First Minister, will you heed my constituents' calls and engage with the health board to explore reopening the A&E at the royal Gwent in Newport? Thank you.
-
I thank the First Minister for his answer. It is already clear from my constituents what the majority of issues that they face are. Given the continuing pressures upon emergency healthcare services across Gwent, do you agree that the lack of a full and properly functioning accident and emergency service in Newport is now having a serious knock-on effect on residents in Cwmbran and the wider Torfaen area, with constituents facing longer journey times, increased waiting times and added pressure on already stretched hospitals? Diolch.
